House bought in 2004 with an attic conversion. There is a ladder going up - not a full stairs.

I plan to sell, but I did not get a Certificate of Compliance. Do I need one?

My opinion is no you don't need one as you did not create an additional storey by not putting in an accessible stairs, but, ive seen some certs issued if the attic space was fitted out with boards, insulation and electric sockets as there are building regulations that you must comply with there such as ventilation gaps to timber etc
