Could someone appeal a decision of the Data Protection Commissioner to the Circuit Court without a solicitor. Would there be costs if they lose and what is the procedure Not looking for advice just the procedure of how it works. Hope that is OK

No one has to get a solicitor but the loser can be made pay for the other side's solicitor and barrister. Could be thousands.
