multiple planning applications

Basics of story here local business has been granted pp by coco for retention of yard, shed etc. Neighbours appealed this to ABP based on fact that we live on a narrow road not suitable for this type of business. Decision to grant was overturned by ABP and they have been given 3 years to relocate. Now the business has being granted permission by coco again and i am wondering if anything can be done to stop someone making repeated applications. It seems a bit of a merry go round at the moment, coco grant, appealed to abp...any thoughts?

Nothing to stop repeated applications. Council are obviously taking the line of granting to keep jobs while BP are refusing on unsuitable access or site. If not appealed then that's it.
