Does anyone know what the position is what Change of Legislation?

If someone is alleged to have done something in the past but only comes to light now and the legislation has changed?

Example someone is accused of forging a document in the 1980 or 90's.. Back then it would have been some larceny act but now that sort of thing is covered by a theft or fraud act?

Not quite. If the offence was a common law offence, such as assault used to be, and it was abolished there could be no charge. If it was a statutory offence which was abolished, there could be a charge based on the law as it was at the time the offence was committed.
