Can this tyre be repaired or is the nail too close to the side and need a new tyre?

It depends on how long the nail is. Some of them are short tacs and should be OK, if it's longer you must likely need a new tyre.

I'd say better safe than sorry, but a tyre shop would be able to take tyre off and check inside and make a better call.

Nope, too close to the shoulder. A patch would never stay there.
You can plug it and it could be fine for the life of the tyre but that's your decision as no tyre place would stand by it ya know.

Get it plugged. It's far enough into the thread block so should be fine. No harm in trying and if it doesn't hold get a new tyre but I'd say that it will be fine.

I had an identical nail in the exact same spot and the tyre shop did take tyre off and it was very clear that a replacement tyre was the only way to go.
