What is the criteria for sending an employee to a doctor. I have a person who has been out for 6 months with no sign of return.

You mean out for six months with no certification? Tell the employee you need certification or you will terminate their employment; I'm not aware of any legal impediment to that.

"Contracts of employment and/or the Company sick pay policy (if applicable) should provide for the right to refer an employee to a medical practitioner."

Many places don't pay sick pay at all. OP are you paying her?
TBH Doctors tend to error on the side of caution and willl not say she's taking the p155
