What are the general rules about aviation warning lights on cranes operating on building sites ?

Two tower cranes were erected recently near me. The red warning lights were operative. I noticed for the last night or two that the lights were extinguished. They were on bright and red this morning as I passed !

it depends where the crane is erected - if it's relatively close to any aerodrome, then it's the aerodrome operator who has to review the light systems and advise on their correct operation. If the crane is not in the vicinity of an aerodrome and does not affect any of the established approach procedures, it is considered an en-route obstacle and only requires warning lights if it's higher than 150m (500ft) above the ground (that would be a massive crane, I don't think they're building skyscrapers in Ireland).

Crane operators also have duty of care, and with such, you typically see much smaller cranes lighted up, but they do it at their own will and from aviation stand point there is no legal requirement to have them lit

It depends on the area in relation to flight paths and airports.

On every job there will be a person appointed to oversee the use of the crane, an appointed person within the company if they own it or someone will be appointed by the hire company otherwise. It is up to them to ensure that all safety standards are complied with through the crane being on site.

You'll find more about it here http://www.mantiscranes.ie/support/
