Can anyone give advice on whether a cavity wall is better or worse than a block on the flat with external insulation. I have been looking at both ways of building a new house, hopefully this time around we will be starting in March. I want to achieve a U value of .15 to get this i will need a cavity of 150 mm (full fill) of insulation, or a 4 inch block on the flat with 200mm of external insulation. both i am happy to go with but was wondering will the wet/ damp climate we have in Ireland seep into the block work through the external insulation

You seem to have worries about block on side and external insulation consider 200mm of polystyrene, which doesn't absorb water, and a synthetic render that is also waterproof and I think you are safe from the damp.
As with both methods it will work if it is done correctly
