Heating system hager volta ip30 ac 400v/63a

    Does anyone know how to work the electric heating system in Linden Apartments Blackrock?
    It is a hager volta ip30 ac 400v/63a. There is a green light on in the fuse box and the switches on the wall are on but never light up red and no heating.
