WhatsApp/Twitter not working

Are WhatsApp and Twitter having a hissy-fit this evening? Can't open Twitter at all, and have been trying to send a picture via WhatApp for a couple of hours now and no way can I get it to go. I think text messages are getting through. Are they connected in some way?
