Charging a service provider for your (wasted) time!?

So having read some threads here on boards (talk to Eir, Three, Vodafone eyc) and some real life experience liaising with service providers I have a question.

Say I have a complaint and have to call my service provider. After several attempts/conversations and they are reluctant to deal with the issue, they pass me from pillar to post, say they will call back but never do.
Say they will send out an engineer or rep to fix the issue and you take time of from work to meet them but they dont arrive or you have spent several hours on hold waiting to speak to someone...

Can I charge for my wasted time. Can I as a person (not a company) say that I am sick of waiting and being fooked about and from now on I am charging €100 per minute that I am on hold waiting for a problem to be solved and perhaps I will charge €200 for every email I have to send to get the issue resolved and of course bill them for the day you had to take of from work...

Is this legit? Can I do this? If I were to send an invoice for time wasted can I in fact chase a company for payment?

    This is all hypothetical...for now!!
