Outlook rules are stored in the pst file* that also stores all your emails and settings. Don't bloody delete that file if you want to keep your emails.

*This depends on whether you have a version of Outlook from 2003 onwards or not and whether you're on an Exchange server or just using Outlook for POP or IMAP mail.

Better to delete the rules one by one and recreate them.

Don't delete the pst or ost files and take backups :)
