Are there any Bye-laws in place for variable speed limits [like in tunnels]

    Limerick Tunnel has had a 50km/h speed restriction (northbound) for over a month now. Of course everyone ignores it - I looked up the legislation around this, and as far as I can tell, the required bye-laws simply don't exist.

    The normal speed limit in the Limerick Tunnel is 80km/h and this is specified in the Limerick City Bye-Laws (2014) and the Limerick County Bye-Laws (2011).

    Does anyone know if other road schemes in the country have variable speed limits where the required bye-laws have been passed?

    The Road Traffic Act 2004 section 9; subsection (6) says:
    (6) Having regard to circumstances that are particular to a specified [road], a [local authority] may [...enact a bye-law to specify] that a special speed limit applies [...instead] of the speed limit that normally applies [there], [while] the circumstances prevail and are described in the bye-laws.

    Guidelines for the Application of Special Speed Limits section 6.3 [published 28 Feb, 2011] says about this:
    The purpose of the provision is to allow for a reduction in the speed limit that normally applies where those special circumstances apply. The Act makes it clear that the circumstances where such an approach is to be introduced must be set out in the speed limit bye-laws. Accordingly it is envisaged that this provision would be used on very rare occasions where very particular circumstances that would give rise to a clear road safety issue can be foreseen. One example of this would be in a tunnel where it might be necessary to close a lane and traffic must consequentially be slowed.
    ...
    Under no circumstances should the use of this provision be pursued in the absence
    of the necessary bye-laws.
