It looks like no change to Licence Fee with RTE, TG4 and BAI retain their share.

8m will go to free up TV spectrum for 5G and rural broadband. Not surprising really.

The €8m will be much welcomed by RTÉ who are €50m+ in debt. Further allocations may be required for 2018/19 to carry out the necessary transmission engineering works to clear the 700MHz band by mid 2020. Multiples of this figure will flow back into state coffers once the spectrum is sold off. The 800MHz band auction raised an approximate €285m back in 2012.

A 700MHz CBA carried out by Comreg in early 2015 estimated the network and associated costs at approx. €12.5m (2018 base).

The figure in tiny in comparison to what the UK allocated to the 700MHz clearance in their 2015 Budget, up to £600m. The UK has already started its engineering works, completing transmitter antenna upgrades in Angus and Selkirk last July.
    Communications,Climate Action and Environment

Funds the further progression of the National Broadband Plan, investment in renewable energy and energy efficiency measures as well as the migration of
broadcasting services from the 700MHz band to free up this spectrum for use by mobile broadband services.

    ...

Compared to the pre-Budget position an additional €11 million in current expenditure and €45 million in capital expenditure is being allocated. €8 million of capital expenditure will be allocated to a new measure, Spectrum Change, as set out in the table below.

Funds should not be used to fill RTÉ short fall nor should they be taken from production costs.

Call it an advance on the auction windfall.
