There is talk of budget increases for pensioners not being paid until next year. What usually happens? Do they usually get the increase the week after the budget?

SW increases would usually be applied from the start of January.

The pension and social welfare increases (generally €5 p.w. all round) are happening from March 2017.

The changes that cut in immediately after the budget are usually excise increases on the likes of cigarettes, booze and fuel, to prevent stockpiling. They get passed by a vote late at night in the Dail on budget day. Taxation measures (PAYE, USC, mortgage relief etc.) always apply from the next tax year.
