it's a Refuse to Race...don't know how the bookies handle it though

If he comes "under orders" and refuses to race you lose your bet.

some bookmakers have been known to refund such bets at their own discretion, but are under no obligation to do so.

Are they under obligation to do anything, even to pay winning bets?

You lose your money but check with the bookmaker in case they are offering a concession refund

If a horse lines up but digs its heels and refuses to run at the stalls or tape, then your bet is a loser (assuming it hasn't won).

If the horse came under starters orders, but didn't/refused to start, I would expect you'd lose you bet unless the bookie offers a concession at their discretion.

In a lot of these cases the big bookies will offer a refund depending on the price, usually in the form of a free bet (happened me a few times). If it was a short priced runner or a one they'd taken a lot of bets on they'd be less likely to offer a refund as they can't apply a rule 4 deduction to the remainder of the field.
