Cobh is an option for you, they have an area down there near the Heritage centre that is reserved for campers and it is beside the train station with a regular service to Cork. Not sure where in the city you can really park.

You can also do one night free campervan parking in Kinsale for the Fringe Jazz Festival there over same weekend.

Not sure, I wouldn't imagine there is a limit, there is no access control there.
