exporting recycled fridges

    Hi,

    I have a neighbour who is filling vans with recycled fridges and sending them to Africa. He's gone from one van outside his house to now four at a time. He spends the day working on the vans and creating a racket.

    Needless to say I've tried the friendly request to ease off, but he's made it clear he's just going to ignore me.

    My question is whether what he is doing is illegal and who you would report him to.
