M50 / M11 Merge - Cones?

I noticed the past week a set of cones have been placed at the merge between the M11/M50 going southbound. Were there placed by the Council or some traffic vigilantes? Nice to see as it was getting ridiculous the amount of people crossing the hatch area to scoot up towards Bray North and jump back in. Map Link:…
