I need a router for a home network task, I dont want internet access on but do need devices to talk to each other.…

I need a router for a home network task, I dont want internet access on but do need devices to talk to each other. Problem is eircom build wont let devices get on wirelessly if theres no internet access on it.
Is there a way to disable that?
