    What's the story with this? People seem very naive, if they can't get the money they want for a car they raffle it. Not to mention its probably illegal to hold any form of draw without a licence

    I've seen a few of those, and I doubt very much the people doing them have met the legal requirements of holding a raffle.
    If they don't sell enough tickets a guy from the next town will probably will win it ;)
