Lime parging renew

A friend has an older house with lime parging between rafters, no underlay. She wants to convert the attic and has asked me for advice. The roof slates are in great condition and are specific to the area (difficult to find similar).

Has anyone renewed lime parging. I think removing the loose material and applying a new coat could work, but I have never seen it done. The roof is dry, built 1930s. Any thoughts?

I have no experience with lime parging but I am guessing that if the attic is to be used as a living space then this will generate much more moisture in the area and this should be factored into any solution. Perhaps some type of vapour control layer will be needed.
