Garda car on off ramp of M9 on other side of road

Driving up M9 this evening I saw a Garda car on off ramp of M9 on other side of road. It was parked almost sideways so that driver could have an excellent view of cars going opposite direction on motorway. If a car was speeding on other side of motorway would he have a way of issuing penalty points?

No. The Garda would have to stop them. Impossible from where he/she was.

He might just plan on radioing another car further down the motorway if he spots anyone
