Do airlines actively seek fuel dumps?

I stumbled across the whole issue of fuel dumping recently (not physical fuel dumping, fuel surcharge dumping). It seems a heck of a lot of work and is shrouded in mystery. Does anyone here know if airlines actively seek to find fuel dumps themselves and change the combinability rules for the fare to eliminate the fuel…
