Incorrect Customs Charges

    Settle this one for me as I'm a little unsure. I bought 4 clothing items online that were shipped from Malaysia. I bought at the same time but they were all independently dispatched. This wasn't my choice it's just how they do things and you can't change it.

    So the items were given a declared value of:
    €39.99 with no shipping charge listed
    €39.99 with no shipping charge listed
    €99.99 with €19.99 shipping charge
    €99.99 with €19.99 shipping charge

    I received the first 2 items with no issues. Then I had to pay €54.73 customs and the €7 An post fee before receiving the 3rd item. I queried it with DMC and it seems they grouped the 3rd and 4th item so It would incur a charge. They told me the 4th item would be sent out free of charge in the next post. When the 4th item gets delivered I get another charge of €27.36 and again a €7 An Post fee. I've queried this and waiting on a reply.

    I wasn't trying to avoid customs but obviously hoping I wouldn't have to pay. Looking at it they were all separate imports below the €150 threshold and all shipped independently so first question is should I have to pay anything, can it be challenged that these were all separate imports? What's the actual legalese here, €150 is the threshold but how often can you exceed this.
    Second question is will i be entitled to anything back?, i've clearly been overcharged.

    €150 is the value below which you don't pay Duty. Anything above €22 it is liable to VAT @ 23%, so it sounds right, although it should only have been €27ish in the 3rd as well. An Post should technically have charged you VAT on the first 2, as they are over and above the amount that Revenue don't bother collecting VAT - €6. An Post aren't as rigorous implementing this as some others, who would also have added a shipping charge onto the first two. Free of charge doesn't cut it with Revenue
    Adding all 4 together would only have saved you 23% of the shipping charges anyway, but it looks like you were overcharged €27 by An Post on shipment 3.

    Ok so i'm mixing up VAT and Duty thresholds. So 1st two looks like they avoided both but should have incurred VAT. Then 3rd and 4th didn't pay Duty which is correct as below €150 but did get charged for VAT. Only issue then is the 3 amounts of VAT charged instead of 2
