Whenever Im in the UK I see rump steak in most restaurants and butchers. Other than the FX Buckleys restaurants, I dont remember seeing runp steak much in Ireland at all.

Is there a reason its not popular here - or is it just loosely classed as sirloin?

I know our butcher doesn't do any 'rump steak' but think he classes it as round steak, which he usually sells as a roast. We seem to go straight from sirloin cuts to round, whereas the rump is classifed as a certain area in other countries. He will slice a round off the end of the roast for frying though but sure every butcher is different, might find rump steak the next town over if I looked :D
