Breakdown truck and an Excavator

I was in traffic today, a breakdown lorry was turning the corner with a medium sized tracked Excavator on it, I honestly thought the lorry was going to flip over as it turned.
Would the breakdown lorry be rated to carry a machine like this, I'd say it was easily a 16ton Excavator?

A medium sized excavator would not be 16 ton. But judging by your description it appears he was definitely over weight limit.

The break down truck might be plated to 18 tons but that would mean the excavator would need to be about 7-8 tons max.

If anything it was top heavy, as the lorry was dangerously tilting as it turned..it should be on a low loader trailer.
