Looking for some advise: Hoping to start a little tourist accommodation business, was thinking of starting with 3-4 mobile homes. Would planning permission be needed? How much roughly would the foundations cost? How do the toilets get emptied? Do you pay someone to come empty them? Sorry don't have much knowledge of mobile…

Yes you need planning.
No you won't get it unless you have a local TD and the planning department in your pocket and/or the site is in a hole where it can't be seen from any vantage point.
