Looking to change the bathroom. Do I buy the bathroom suite/tiles first and then get a quote from the plumber to fit them or vise versa?

If you buy them first then you will have them piled up in your house until you have the work done, unless you have somewhere to store them.
I would suggest you go window shopping and get your ideas and prices, then with your ideas get quotes and speak with the installer. Good installers will advise you on better quality / better priced products and help you get the most for your money.

The absolute only time when I would do that would be if the fixtures were in a "cannot pass up" clearance sale that would be gone again the time comes around for completion of works. As previously mentioned, storage issues come into play. If this was the case, then you could pay a portion/all of the price in advance and ask store to hold the goods until you were ready to proceed.
