Small Claims Court situation?

    Hi,
I entered into an agreement to provide a service to a company and they outlined a schedule of payment. I completed the job as expected but after the time past that they had said they would pay had past I am being fobbed off it feels and no attempt to pay me is being made. I have been doing my best to get the money but am getting continous excuses. Would this be a situation where I bring them to the small claims court? The value of the work was €550 and I have it in an email where it is stated that they would pay in a set number of weeks.
Is there a timeframe and any other attempts that can be tried before going down this route?
Is it even the small claims court that would deal with a case like this?
Is an email enough to show that a contract has been broken, or does an email constitute a contract at all?
Any help would apprieciated in how I would go about retreiving my monies owed to me, they are a big company and it really annoys me that they would just pay up.....

Small Claims Court does not deal with debts. District Court for that amount of money.
