Turning off water at mains

    when i turn off water (irish water new meter type) at mains there is still a small flow of water,can this not be turned off and will it be enough (pressure) to fill attic tank

    No one can say for sure without seeing it but it most likely won't fill attic tank. You should have a stopcock in the house. Usually under kitchen sink or under the stairs. You should be able to shut water off fully with the 2 valves
