Roundabouts in apartment complex

There are numerous mini roundabouts (marked with yield sign) in my apartment complex. There are only 2 optionw at each roundabout straight through or turn left/right depending if you approach from 6 or 12 o'clock.

I turn right at one of them, similar to one shown below:

    https://goo.gl/maps/6h2isotMJZH2

Two incidents in last few days, first incident I approach roundabout indicating right slow considerably as turn is 90 degrees (unless you cut/drive over roundabout) just before I reach 12 o'clock notice another at roundabout clearly not stopping both jam brakes on and miss by about 50 cms. Bit of argument I refer him to yield sign and advise he must yield to right and also that I am already on roundabout, his argument is I am turning right and as he is going straight so he has right of way.

Second incident approach roundabout in same method slightly more cautiously, motorbike rider approaching clearly not intending on stopping so I stop before 12 O'clock and my neighbour nearly goes into back of me. Neighbour blasts horn at rider who gives him/me/us the bird! After we park our cars neighbour tells says I should not have stopped as had right of way and me stopping nearly caused him to hit me, I advise little tip better than knocking rider off!

Question is who is liable for both incidents? In second incident seems obvious my neighbour would be at fault as even though bike should have yielded, neighbour should have left room to stop and also didnt have clear visibility of what traffic was on roundabout. Is other driver 100% liable in first incident?

Clearly,if you have joined the roundabout, you have right of way.
But,being right won't protect you from the consequences of boneheads you meet(and many seem to live in your apartment complex).
There may be disagreement with subsequent posters, but if I saw a vehicle approaching rapidly,I'd let him at it. Then turn safely at my leisure.Without good witnesses,a crash at a small roundabout like this will cost you dearly in the long run with insurance.
As for your neighbour nearly driving up your hoop, tell that bonehead to slow down and think of the children.
