I'm planning on missing the first week of third year in computer science.

The first week of second year was mostly a waste of time. Each lecturer would explain what to expect for the semester and take questions. Teaching only really began the following week.

Would it be safe to assume the same will happen this year? How far behind will I be if I arrive a week late?

They only thing you might miss is the overerview of a few modules that come in the first week or so. I don't think it's much of a big deal to miss the first week. You can always ask lecturers in the following week if there was anything you missed that was important.
