FOI - refusal on grounds of Section 37 Personal Information

    Can anyone advise in relation to following:

    FOI request put into a council for list of businesses in receipt of grants from council (heritage/arts related).

    Request approved for details of payments, but not names of businesses on basis of Section 37 Personal Information.

    I would have thought that businesses in receipt of public grants would be subject to naming? Definition of personal information in the legislation doesn't appear to cover businesses.. Obviously the owner of a business might not want people knowing that they got a grant but....
