I've found mahon point is great for voltorbs/magnetrons and sometimes you'd get the evolved versions aswell. Most of the quays in the city spawn the usual water suspects (magikarps,slowpokes,poliways..)

Finally, I find the 3 pokestops around electric and a couple in bishop lucy park are ususally lured so you can hang around there and catch a ton of stuff.
