Irish Naturalisation: Civil Judgement (Swiss system)

    Hi,

    My question is about the definition of Civil Judgement with regard to the application for Irish Naturalisation. It asks if I have had a Civil Judgement in the past in any state. In Ireland, with regard to debts, as I understand, a civil judgment is an order of enforcement made by the courts. However, I lived in Switzerland and unfortunately ended up with a debt which I have to pay back via what is called the Office des Poursuites (Debt Collection Office). It is not like the Irish system though, anybody, even a guy on the street can simply fill in a form and say you owe them money. If you do not contest it, you will be liable to pay it back via this agency. In theory any landlord or business can check up to see if you are listed as owing a debt at this agency. It is a state agency, although managed at a local level and does not involve attending courts or facing judges or anything. It is very easy to end up in this system in contrasts to the Irish courts. Would this be a Civil Judgement and should I declare it? It is completely unique in Europe, only Switzerland (non EU or EEA) has this system.
