Combi boiler, noise from pipes

I got a "family friend" to replace my gas boiler and immersion, and noisy water pump. Decent job done, no issues 1.5 years later apart from a noise that is coming from the pipe-work where the immersion tank used to be upstairs.

The noise is a machine-like noise, varying in strength, coming from a pipe array that's marked as 'Cold', with a pressure gauge attached. It only makes the noise when cold water is running upstairs.

I sent many requests to get him back out but he's a bit slippery. He has now fallen out of family favour it seems, so I was just going to get someone else in, perhaps when i'm getting it serviced.

Question is, does this sound like a 10-minute job that could be tagged onto a service, or is it something more serious (and expensive!) and i should really get my 'friend' back out? Cheers. I would post a photo but am more of a voyeur than a poster.
