So my friend did not apply for a PLC college and he feels he did not get enough points for a level 8 course. Would he still be able to apply and are there courses relating to sociology or business which he can do. Finally will he be able to get a place in Trinity or UCD after a year

He will need to contact the PLC colleges asap. They may have some places left. He also needs to make sure whatever modules he does are acceptable for FETAC entry to the Level 8 places.

Your friend can do Commerce (business) in UCD after completing a FETAC level 5 course in Business Studies with the course code of either BBSXX or 5M2102. However, he will need to achieve 8 distinctions because places are limited to only 10 people in UCD. He may still be able to apply depending on if the school or college are still accepting applicants for the level 5 course.
