Pop up ad, virus?

Recently keep getting this pop up add on my phone (oukitel k6000 pro) pic attached. It basically takes over the screen and you can't exit until you click on the add. Back/home buttons don't Work when its up either.

When I click it brings me to a redirect site which in turn brings me to google play for a ram cleaner. I've installed malware apps and avast security but they bring up nothing.I've cleared cash uninstalled all recent apps and all internet history.

Any ideas what the hell is going on?
