Painting advice needed

    Hi,

We are renovating our kitchen at the moment and had something "interesting" happen with the paint at the weekend.
I was scrapping some the loose paint to smooth it off and all the paint on one wall came off - in sheets .
It looks like the previous owners just painted their final colour straight onto the plaster. When I scrapped the paint off, the wall is just plaster.

Now since the walls were plastered some 12 years ago whats the best way to prepare them for painting again ?

I have been advised to water down polybond and paint the walls to seal them and I have also been told to water down white emulsion.

Is it a case of either way is right or is one going to leave me with a better finish that the other ?

whats the new paint, oil based or water based?
is wall solid or skimmed plaster board?
Is is 100% dust free when you rub it with your fingers?

The two options u mention will be hotly debated here:D Seconds out!

    New Paint - water based
    Wall - Skimmed solid wall
I have filled patches to sand smooth but otherwise I think its dust free.
