Question regarding rights of way

Hi, I hope someone can help me here, I have an old right of way at the back of my house in a town that runs through my garage to the street. The right of way itself was closed off by growth for years until one year I was on holidays and one guy took it upon himself to clear it out. For his own use obviously, He's using it as a builders yard for his scaffolding etc. Have I any legal recourse to stop him doing this? I would prefer to close the right of way completely but I know this can be next to impossible but this guy is taking the piss. He's claiming right of way while blocking anyone above his house and filling it with building materials. Any advice is appreciated.

Get legal advice it does not sound like he is using it as a right of way.
