PRTB Registration & Rent Allowance

    I want to apply for rent allowance here in westmeath but my lanlord. is not registered. I live in a converted mansion. The landlord lives downstairs. Upstairs is converted inro three flats each with its own kitchen and bathroom. I have my own washing machine & electricity card meter. I taught he would be exempt on account him living in the same abode or dwelling but when i rang PRTB they wanted him to register. So i have two questions, 1) Is my landlord exempt? 2) Can Social Welfare withhold rent allowance on these grounds? If Welfare forces my landlord to register he could just ask me to leave?
