Drilling holes for anchor screws

Recently bought by first cordless drill for my first home. Got myself a bunch of these screws, which say 6mm on them. I got my 6mm bit and drilled a hole, and find it's far too small for the anchor. How tight is the anchor supposed to be? Or is the 6mm referring to the actual screw? IF so, how much bigger a hole should I drill to cater for it?

It's not unusual to need a light tap with a hammer to get plugs in.

It could be another issue though like the wrong type of bit, the hole being too shallow etc.

Is the hole clean and free from dust and grit?
If the pack recommends 6mm then thats the hole size you need to drill.
They are a tight fit, they depend on it to work properly, too loose and they will pull out.
Try vacuuming the hole and tapping the plug in gently.
    Is the wall concrete?

They're plasterboard. I'll try hovering and a bit of tapping. Cheers
