I got a local lad to paint the outside of my house. He wasn't the tidiest painter and I now have exterior paint on my PVCU window frames and gutter pipes!!!

What's the best way of removing this paint?

What type of paint was used?
    Water or oil based.

WD40 is great for getting rid of some types of paint and easy on the substrate.

Sometimes a blunt scraper or a rigid plastic scraper ( like the ones used to scrape ice off car windscreens ) will remove the paint without damaging the PVC.

Baby wipes might clear it depending on the paint.

If it is done very recently you could try using warm soapy water to try "soften " the paint. Leave a few minutes and then go over it again.
Unfortunately once it has cured it is very hard to remove. I would be slow to use any type of of scraper incase you will leave scratch marks.
Because it is water-based paint there is no point in using white spirit or and other type of thinners.
All the best with it but I don't envy your job

Wet the windows with washing up liquid and use a razor sharp blade. Do NOT use a blunt one as it will probably scratch the glass. Ex window cleaner here so i know what works.
