From what you have described the thermostat in your immersion heater is broken. I would advise you not to use your immersion heater until you have had an electrician call to replace it so as to prevent any further risk of personal injury.
As for the tap, the seals may be damaged from the very high temperature and may need to be replaced.

    Thanks K. Flyer
    Have tripped mcb for immersion

cant as yet find valve to turn off hot water to that mixer, not even one of them inline small valves you turn off wirh a scredriver

There is no need to have the mains water turned off, nor for that matter the hot water, unless water is constantly leaking from the mixer tap when in the off position.

You can still heat water using immersion. Just be aware of the time it is on. Don't leave it on. Even if you do and it boils it will only overflow to the cold water tank and you will hear it.

water is constant leaking from mixer even in the off position so i just left water off, from the barrel were it swings left or right

This is incorrect and is not good advice as it leaves to chance that the OP may leave on the immersion heater for too long, not hear any water pitching into the water tank, and then turn on a tap which may have scalding water like they have already experienced.
@ OP, The immersion thermostat is faulty and needs to be replaced. For the sake of a day or so, wait to get a local electrician or a plumber to pop by and fit a new thermostat for you.

Very much agree with KFlyer. People have died in horrendous ways from leaving a faulty immersion running. (Or being unaware of it)
The water kept boiling. Eventual heating the plastic water tank to the point of collapse. Down came the scaling water through the celing onto the sleeping child. (I think it was a child. The report isn't too hard to find).

Please follow site and charter rules. "Resistance is futile"

Also faulty immersion could cause a hotpress fire as the cables overheat.
