Sounds a mad idea, but not being a biker, I did not know the answer someone just asked me.

Would a small engine motorbike be able to tow a gang reel mower? set up similar like this

    https://www.amazon.com/Promow-Gold3-Behind-3-Gang-Mower/dp/B0095I73FI

    Weighs around 113kg / 250 pounds
would be towing on level ground.

No small bike would tow that, looking at about 200kg with rider, it would also be highly dependant on the tyres fitted. I'm used to riding bikes and I wouldn't tow a yoke like that behind me, just buy a ride on lawn mower and don't be a statistic.

Not a chance! Low power, skinny tyres, no traction. I'd say even a 400 or 650 with off-road tyres would struggle; and rip-up a few divets on the lawn. Now the quad bike in the photo would be a different matter.
