How is eFibre distance measured

How is the distance from the exchange to the home measured for eFibre? The measuring tool on fibrerollout.ie measures 2 points as the crow flies but that isn't the route the cable takes. I would have thought it's the distance of the cable along the route. Is that correct? Thanks
