potholes on driveway

Hi, hope to get advise on how to fill large potholes on my driveway. It is has hardcore with gravel on top which most ot if has washed or got crushed over the years. Should I fill the potholes in with concrete or more gravel?

Gravel and soil....... or you shall have an even bigger pothole next year with a lump of cement sitting in the middle
