In Ireland, is one allowed to insure their car with a company based in say Poland for example?

Any insurer looking to underwrite motor insurance in Ireland has to be registered with MIBI.

Legally any EU insurance company is entitled to register with MIBI and to sell motor insurance into Ireland, however in practice there's very few who actually do.
