if someone were to receive a memorandum of conditional appearance without prejudice and solely to contest the juristiction of the court what could one infer from it? the party whom sent it would be doing so having received a civil summons. is it safe to say they would be suggesting the court doesnt have legal authority over one of the defendants?

Yes. There may be some fault in the service of the summons or there may be a statutory prohibition on the proceedings being taken in that court.
